What is the best fin for formula hwr for light winds and sails 10-11m for rider 78kg?
and where to get it in Toronto?

F4 fins are also quite good, and have lower prices and quicker delivery times. The Big Boy (BB) model is very good for the HWR - I like the soft 70 BB. For really light wind you may want a 70 that has been cut down from the tip, like a 74-4, and maybe an even softer fin. But since you mention 10-11m sail sizes, you may want to go to a slightly shorter fin like a 67-68. The guys at F4 can help you out with particular size and stiffness based on your needs.
