Gary's suggestion is right on.
Another trick I've used is to rub a bar of bath soap along the lips of the gasket and on the areas of the centerboard that must slip through the gasket.
This seems to make the CB much easier to operate.
They never work easily with the heavy brown gasket when the CB and the gasket are dry.
Make sure you retract the CB fully as Gary suggests or the gasket will "grab" the CB blade near the back and won't let go until you get the blade fully up and the lips on the gasket are allowed to return to flat.
