From my point of view F5, F6, F7 are no good scales.
The Beaufort scale is much too unprecise and many sailors/windsurfers hardly use it any more.
Knots say much more.

Then you stil have the water condition (flat , choppy, wavy) in combination with the WS disciplines (wave, freestyle, slalom, speed, formula, etc...) which make a whole lot of difference, even for amateurs like myself.
