Hi Tom,
If it's just a small tear, get some O'Neill wetsuit cement.
It comes in a small can, and if you get the suit really dry, it will permanently glue small tears in non-stressed areas (like the leg) back together with no reinforcements.
If you want to reinforce it, a curved rug needle (get it at the grocery store in a small "needle kit" and dental floss can be used to sew it back together after you stick it back together with the O'Neill neoprene cement.
Then coat both the inside and outside with a thin layer of the neo cement and you'll have a permanent and sealed repair.
You can get the "neo cement" from any O'neill wetsuit retailer.
