To be honest 24k peaks is a bit on the slow side in 11k to 18k (6-9ms) winds. In 18k gusts on small chop you should be hitting high 20k's to low 30k's pretty easily on the correct size sail. 9m-ish would be the normal size in these winds.
Your S10 47cm is able to go fast. I recently had a 34.9k with an 8.6m on flatish water, so I know for sure it can move.
I think your 7.6m might be to small for the iS127. These boards really really like to be powered to over powered to get high speeds and comfortable.
I guess your fins are fine, but you need more juice, have you got a bigger sail? How heavy are you?
