Tuttle fin box bit small for the original fin (Carve 121)

Hi,
on my carve 121 2011, it seems the fin box is a bit small for the original fin (tuttle). I have to push and rock it a lot the fin back and forth before it fits out properly. I thought it was a fin issue but I've also tryed another drake fin and it is the same.
What I can do?
