Default Isonic 111 Carbon 2010

Having some small bubbling on bottom of board in a few spots, yes, yes, I hear ya, probably from storing board in bag wet, not letting it dry, not rinsing with fresh water, not questioning anything about the board, just curious as to what is recommended to treat the condition, the forum mentions to lightly sand the bubbles with 600 grit sand paper. This will remove some of the paint, then what? Leave the board as is? The top layer of gray paint is thin. Is whatever that is underneath the gray paint layer ok to be exposed? Thank you.
