Does the new no rules mean the manufacturers don't need to list with ISAF?

If you mean "no rules slalom" then it just applies to the behavior in the races. That is, there are no rules and no protests. The competitors just beat each other up after the races if they aren't satisfied with the sportsmanship of the fellow competitor.
