Starboard does not have a factory.
They have an international headquarters and R&D facility near the Cobra International factory in the Bangkok area of Thailand. Cobra Int'l manufactures the boards to Starboard's specifications. Cobra Int'l manufactures about 75-80% of all windsurfing boards, regardless of manufcturer. Only Bic, and a few small custom board companies do not use Cobra.
